It's more like 70% Private foreign investment and 30% state investment. It's a PPP Public /Private Partnership. The Lebanese brothers Chagoury are the ones handling the project.

We should do away with tribal sentiments and embrace the giant development strides taking place in Lagos which we expect to be replicated in other parts of the Country.
