Whenever you find the word Rebuke in the scriptures it means to Correct by presenting a better way of doing what caused the friction!

Of course believers ought to correct one another if the need arises, this means they must have agreed on certain rules and principles. It's only on the basis of their rules and principles (upon which they've agreed) that one could rightly think of rebuking another.

This means we need to answer a question first before this your question!

"Who are those we can RIGHTLY regard as believers?"

They're a group of persons who have sworn an oath or agreed upon certain rules whether virtuous or moral governing them as one body!
When one of them strayed from the principles then is the right (necessary) time to rebuke the one straying!

This is the reason why Christians in the first century could rightly call themselves believers, as they're all governed by the same line of thought! Roman 15:5-6, 1Corinthians 1:10, Ephesians 4:3, Philippians 2:2

Today, religionists practicing different forms of worship with contradicting doctrines and conflicting teachings are NOT believers! 1Corinthians 14:33

Granted, each group of persons can rightly call themselves believers ONLY within their own religious group, but in the case where two, three or more persons having different mindsets about God's judicial decisions are found in a bus, house, school, office or any other place, they can never be rightly called believers!

So the answer to your question!

Only a deeper life member can rebuke another deeper life member at any point in time!

It's also a member of Jehovah's Witnesses that can rightly rebuke another member of Jehovah's Witnesses at any given time. Because both organizations aren't governed by the same line of thought!

Of course a member from Jehovah's Witnesses can respectfully and calmly iron out the differences between the rules of his religious group with a member of deeper life using the Bible as a basis for settling matters straight! 2Timothy 3:16
But when there is no concrete agreement between them then they can't be regarded as believers, it's rather appropriate for each one to stand as a believer who will join his/her people having the same line of thought as believers, but the person with whom they share no common thought.
Therefore the word REBUKE can't work in such a situation!

Well, Jehovah's Witnesses agreed that it's only within their group that they can think of someone to be called a believer because throughout the globe all members are governed by the same line of thought!

A Nigerian can think of correcting (rebuking) another Nigerian based on our constitution, the same way a Ghanaian can rightly correct another Ghanaian based on their constitution.
But it's impossible for a Nigerian to think of correcting (rebuking) a Ghanaian using the Nigerian constitution.
Because a Ghanaian pledged to uphold the constitution of Ghana, whereas a Nigerian pledged to uphold the Nigerian constitution!

That's why all the first century Christians were united in faith because they had ONE GOVERNING BODY known back then as the twelve Apostles of Christ! Act 2:42

False worshipers of God before the establishment of Christianity can be screened by their prophecies. Deuteronomy 18:22
