That may also be a factor. Most of the industries there are indigenous.
Over-tax them and they may fold up, or deal with you during elections.
Anambra should focus on more export and trade-oriented IGR, instead of unnecessary taxation.
The government have not done much nationwide to help industries to then justify over-taxation.

That's the crux of the matter. There is no statue built with 500 million and workers are not owed as alleged. They are fabrications purely conceived for character assassination. There is Ikemba Ojukwu center which houses the Imo hall of fame with several structures and statues of great Igbos and other Africans including Zuma. None of the statues is worth more than a million Naira.

With declining global oil prices putting increasing pressure on states to explore alternative ways to shore up their revenue earnings, only 11 of Nigeria’s 36 states improved their internally generated revenue, IGR, in 2015.

The National Bureau of Statistics, NBS, in its latest IGR report on Thursday named Ogun, Anambra, Borno, Edo, Bauchi, Abia, Kogi, Nasarawa, Niger, Taraba and Sokoto as the only states that bettered their 2014 records of revenue generation performance in 2015.

The NBS, which relied on records obtained from the Joint Tax Board and states’ boards of internal revenue, said the IGR earnings in 24 other states declined from the levels attained the previous year.

Among the 24 states that performed poorly included Kwara, Imo, Bayelsa, Adamawa, Akwa Ibom, Benue, Cross River, Delta, Ekiti, Enugu, Gombe, Jigawa, Kaduna, Kano, Katsina, Kebbi, Lagos, Ondo, Osun, Oyo, Plateau, Rivers, Yobe, and Zamfara.

Ebonyi was the only state whose internally generated revenue records were not available.

Overall performance of the 36 states showed that the total IGR realised for the year dropped by 3.69 per cent, from N707.86 billion in 2014 to N682.67 billion.

Details of the respective states’ performances showed that Ogun State’s IGR records were adjudged best, with a 49.42 per cent increase, almost doubling the N17.5 billion revenue earned in 2014 to N34.6 billion.

Anambra followed closely, with its IGR rising by about 29.32 per cent from N10.45 billion in 2014 to N14.79 billion, while Borno came third with a 21.8 per cent improvement from N2.76 billion the previous year to N3.53 billion.

Anambra cut taxes in 2016 during nation financial turmoil to encourage and support our people.

This is major problem with average Yoruba youth. Bailout given to your state is load not free, you guys should stop deceiving yourselves. Ogun was given 10yrs for repayment.

Bailout In 2015, a Salary loan of about N338bn was disbursed to states. The term of the loan was 20-year and the purpose of the loan was to help states facing fiscal strain meet outstanding salary obligations. Interest rates of 9% approved by the Central Bank of Nigeria (CBN).

1. The money shared to states from the center is a windfall. The money comes from (a) oil, (b) IGR, (c) custom fees at borders.

2. Debts owed by states (loans and bonds issued) are first deducted from their federation account, the balance is what is given to the states.

3. Salary bailout and any other bailout are loans, and are part of the deductions.

4. For a state like Ogun whose IGR is already higher than federation disbursement, the net distribution from the center, even if it was 0naira, has no real impact. Therefore Ogun State is at priviledge when it goes into debt, whether external or internal, salary bailout or city bonds, to fund urban development.

5. SE states do not (a) produce oil for export, (b) generate significant IGR, (c) have border states that remit revenues collected via customs and excise duties. These are three areas from which money is contributed to the center. Your net contribution to federation account is a deficiency.

SW has oil export, leader in IGR, leader in Custom duties.

SS is leader in oil export, it has sigificant IGR and contributes custom duties.

NC, NW and NE has no oil, insignificant IGR but high custom duties.

Paying taxes is one thing, using the funds appropriately is another. Obiano just Peter Obi is clueless on how to generate revenue. Revenues to a state comes from economic buoyancy which is dependent on economic infrastructures... FACT. For instance, some cities here in Texas have industrial centers/business parks, etc. that are built/supported by the cities, not states but cities. For these cities, they put infrastructures in place that drives the economy. As economically buoyant as Anambra is, generating a paltry sum of N1.5 billion is very shameful. IGR shouldn't be from tax sources, states can actually invest in infrastructures and render services that generate revenues.

Honestly, our governors aren't creative at all with revenue generation. They all think it's about taxes when it's not. For instance, states like CA depend on Agriculture and Silicon Valley for a bulk of their revenues. States like TX depend on Oil & Gas, Florida is Tourism, Nevada is gaming, etc. Let Anambra put infrastructures in place first and watch and see how things pick up.
