This is true but Etisalat modems can still be unlocked. It is not as easy as Huawei modems. It can only be done with the modem plugged to the system, unlike Huawei where u can just generate the unlock code and use later. From info I have gathered, it can take about 20mins for the software to fully unlock it. On the DC-Unlocker site, you have to pay to unlock ZTE modems( Etisalat modems are of this type). But there is another way
