wirinet: It is always safe to save for the rainy days. If the governors demanded for proper accountability of the ECA account and it wasn't given to them, it would be wrong. But saying you want to share the money for "elephant" projects in the state is wrong. The irony of the whole thing now is that it is this same governors now that are saying the past government left an empty treasury when they were the ones who initially wanted the treasury to be empty. 2 Likes |

Some people are very stupid, where did they get the information that monies were withdrawn from ECA? In all the reasons she listed there none of them said money was withdrawn, fashola was on legality, understandable cus he was a lawyer, kudos raji. Oshomole was to pay for his new wives bride price, Aregbe was looking for money to work in Osun, i dont blame him. Akpabio wanted to steal his own, nobody can argue that. Now the money has been shared and the rest looted for election, NOI is not to be blamed, the nigerian masses are to be blamed we should have forced our political class to be accountable to us. THe FG share of the ECA is 52 % .It is quite different from state money which FG has no power to manage. The issue is the the FG share should not have been spent without Natinal Assembly appropriation whereas the FG share was subject to the National Assemly control. What this means is as far the the states are concerned THE ECA should never have existed in the first place and was and still is unconstitutional. The idea of setting a benchmark price beyond which savings should happen is laudable but CANNOT be imposed. In fact the way things should work is once money is received t should be distributed WITHOUT DISCUSSION. The role of the FG playing big brother is TOTALLY unconstitutional. If the states want to have an ECA let them. Nothing to do with the FG The question is was the law ( we must remember the FG budget is a law which stipulated the benchmark price) broken when the FG spent its share of thr ECA oney without appropriation? 1 Like |

From my assessment so far, I observed that Nigerian's esp the one's on nairaland are ill educated, they only got lucky to learn how to read and write. I have not seen youths as useless as this, God.... We are centuries away from been called educated people. Worse of it all is that we are ruled by higher cadre of illiterates. Under the Obj government, the ECA(excess crude account) was created and it was causing conflict and governors were insisting it was an illegal account and it continued to yar 'Asia's tenure. By the time Jonathan came in,same issue was still in contention and he decided to create the swf(sovereign wealth fund) account which was passed into law by the national assembly and it replaced the excess crude account. Where you saw her mentioning excess crude account there, is to make it easier for readers to understand as that was the previous name it was known as. Even after the swf account came into existence, it was still referred to as the ECA cause that was what we were already used to. Before you start talking about an account that is illegal, make sure you know which is which. Under OBJ, it was illegal cos it wasn't backed by law but under GEJ, it was legal as it was duely passed into law with legislative backing. 3 Likes |

Crude oil rose to $140 in 2008 under yar 'adua and that was when we had the global economic recession and the government spent a huge chunk of that money, defending the naira.
