Codeine ban sparks consumer complaints and fears of stockpiling

Pharmacy Guild of Australia says consumers unhappy about over-the-counter ban that will apply from 1 February

An impending ban on over-the-counter codeine products has sparked an increase in consumer complaints and fears patients are stockpiling it.

The Therapeutic Goods Administration has decided to follow the lead of the United States and many European nations and require a prescription for codeine products. The changes sparked objections in the Coalition party room in October but is set to apply from 1 February.

The Consumer Health Forum supports the change to tackle dependence on opioids and the risk of overdose.

But the forum’s policy manager, Jo Root, said it had received anecdotal reports that people were stockpiling codeine products such as Nurofen Plus ahead of the ban.

“There is some evidence they are buying as many packets as they can get their hands on,” she said. “It’s not the outcome we wanted but it’s what happens when you give people notice of an impending ban.”

Pain Australia is running a campaign, Real Relief, that argues alternatives are more effective and prepares consumers for the impending ban.

The chief executive of Pain Australia, Carol Bennett, said the campaign’s message was that “codeine is not particularly effective for long-term chronic pain”.

“If you’re using codeine for longer than three days, that should be a wake-up call: what else do I need to be doing to manage my pain?” she said. “One of the [issues] around codeine use is it does create a dependence ... It’s very difficult if you’re reliant on codeine for pain relief. It’s scary to look for an alternative [patients] think won’t be effective.

Bennett is less concerned about stockpiling, because some drug companies have stopped supplying over-the-counter variants and pharmacies have stopped ordering them, so they are already unavailable in many chemists.

A spokesman for the Pharmacy Guild of Australia, Greg Turnbull, said “a lot of consumers are not happy about it at all”, with big spikes in complaints after media reports on the ban.

“Lots of people use codeine safely and appropriately to deal with migraines, toothache and period pain,” he said. “A bureaucracy telling them ‘No, you can’t have that’ won’t be well received.”

Turnbull said TGA statistics showed about 80% of codeine consumers bought only 20% of the volume, meaning the majority were using it safely, but the figures suggested possible inappropriate use among the other 20% of consumers.

“The people who say they use it every week are exactly those who shouldn’t be, but the majority using it safely are not being taken into consideration.”

Turnbull said codeine should not be sold in dangerous amounts and 70% of pharmacies used a system of real-time recording to prevent patients buying too much.

That safeguard would be lost when the ban came into place, he said, because there was no real-time recording for prescription medicines, raising the risk of “doctor-shopping”.

“No doctor knows if you have gone to a different doctor the day before to get a script for the same medicine.”

But Turnbull said the Pharmacy Guild had accepted they were a fait accompli and would work to implement the changes.

Root said CHF had received a handful of complaints from patients worried about pain relief after February because they “need” codeine but said they should be directed to a medical professional.

Of the group of Liberal MPs who raised concerns in the party room, Jason Falinski and Tim Wilson said they would wait to see how consumers responded to the ban.

“They’ll go through the process and be told you need a prescription – then I expect a pushback,” Wilson said.

The Liberal MP Craig Kelly said several chemists in his electorate had run out of codeine and faced “very upset” consumers who were told to get a prescription.

Kelly is concerned by doctor shopping, arguing “demand finds another way around the barrier” and wants a review of the ban’s effectiveness after it is in place.

Wrong move? Really? He breached the company regulations, he can't threaten them nor deserves compensation. And if some other workers are involved, they will be show the door too. How is it even possible for a worker to hold a company to ransom? DOA!

Bad habits and poor social input are killing our youths, those drugs didn't jump into their hands, they youths embraced them.

You can't take away something good because a lot of people are abusing it.

Tramadol is a high level pain reliever and should not be over the counter.
Rophynol is a hard drug and should be banned
Matijuana is illegal and has always been.


But codeine is the active ingredients in cough medicine, this article will only make it more difficult to get, there is a reason why some drugs are over the counter,

Like hell, there was a time people were addicted to kolanut, cigarette is more harmful and most people abuse nescafe.
Codeine is an opiate narcotic, it is a restricted substance that is not sold over the counter, and by extension cough syrups containing codeine are therefore POM (prescription only medicine) and should not be dispensed over the counter. It is illegal to dispense it OTC without a prescription from a qualified medical personnel.

Codeine

Codeine is an opiate used for its analgesic (pain reliever) and more commonly antitussive effect(cough suppressant) in cough syrups. Codeine containing cough syrups are effective in the management of certain cough.

However, it has a high potential for abuse and may present some serious adverse reactions to the user. For these reasons, access to codeine containing cough syrups has been restricted in several countries. Some of the known adverse effects of codeine include: respiratory depression; hallucination and physical dependence as a result of continued use.

NAFDAC is working with the Pharmacist Council of Nigeria (PCN), National Drug Law Enforcement Agency(NDLEA) and National Institute for Pharmaceutical Research and Development(NIPRD) to arrest the increasing abuse of these cough syrups in Nigeria. NAFDAC is embarking on massive public enlightenment campaign on the dangers of abuse of codeine containing medicines in Nigeria.

The Agency has put in place strategy to limit the supply and distribution of codeine containing cough syrups in Nigeria. Prescribers and dispensers are encouraged to prescribe and dispense these cough syrups rationally. Consumers are advised to take codeine containing cough syrups only on prescription by health care professionals.

i think this Olamide science students track is making our elites wake up to the menace of drug abuse and its distribution channels. the BBC coming to act undercover to unravel how the drugs are gotten by the users is quite a good.. i will advice the regulatory agencies like nafdac to be up and doing and prosecute any erring pharmaceutical company found to have been making illegal sales and distribution of this drugs..

investigative journalism is the way. and not copy and paste

The only thing I see here is for drug retail outlets to request for prescription before selling it, simple.
Cough syrups with codeine are not OTC drug in Nigeria. It is a POM (prescription only medicine) that should be dispensed only on prescription from a qualified medical personnel. Our laws are weak and our system is bleeped that's why you can buy it anywhere on the street.

Codeine is not a band substance. Even if he colluded with other staff of the company, the company is in no way liable. That is why he was sacked. Emzor's reputation is proven innocent as the staff abused his office. Why will they settle him and get blackmailed?

Agree cough medcne is an OTC drug but off late most pharmacy will not sell any cough medicine with codeine content without prescription from a reputable doctor or hospital,

The sales representative of EMZOR must have being running a serious CODEINE racket in connivance with some other persons , a full investigation into,this matter would reveal quite a lot of interesting findings as time unfolds
