Below is the definition of encounters. It ecompasses both Apprehensions and Expulsions. So theoretically, the border agents could expel 5000 immigrants (none meet the qualifications for asylum) in a day and it would trigger the closure of t
he border and also stop anyone from claiming asylum who is caught illegally entering the US not at the borders. That with the enhanced screening and new rules as to who is not permitted from claiming asylum (1 being if you could have claimed asylum in a country you crossed before coming into the US), again I think it's a tough bill.
