They are the neighbours. If you watch again, you will see that there was a barrier between them and the baby, something to demarcate the flats. The immigrant was the best option because the couple could barely hold onto the child.

Look closely and you will see the couple is in the next apartment separated by a barrier. The child could have fallen if they tried to pull him up across the barrier.

I later saw them trying. He wouldn't have fallen though, they had almost pulled him up.
