Can you just listen to yourself? Who authenticated those tapes, and verified that they were genuine? Your ears? In these days of digitalisation, mixing, dubbing, editing etc, audio sounds and voices can be imitated or doctored to resemble anything!

And all over the world, agreements and contracts are drafted, negotiated, executed, and even re-negotiated daily. Some are even repudiated, if the situation warrants it. Talk to a good corporate lawyer, or anyone versed in diplomatic practice and international negotiations!
