Job openings Employment in the AU Commission Tue Mar 20, 2007 4:02 pm (PST) ADVERTISEMENT No AU/2007/ Director, Human Resources Science and Technology (HRST) (D1) The African Union, established as a unique Pan African continental body, is charged with spearheading Africa's rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a New Partnership Worldwide. Its Headquarters is located in Addis Ababa, capital of Ethiopia. In seeking to achieve the objective, the African Union intends to strengthen its capacity to deliver by, among others, the implementation of a new organizational structure and the filling of all vacant posts of Director. The Commission of the African Union invites applicants who are citizens of Member States for a position in the Department of Human Resources, Science and Technology which is mainly in charge of human resources development, science, technology including ICT, education and youth. 1. Post Post title: Director Post level: D1 Unit : Office of the Director Immediate Supervisor: Commissioner for Human Resource, Science and Technology 2. Major duties and responsibilities The Director has the following Key Performance areas : • Administration of the Department. This entails budgeting, performance assessment of staff, quality assurance of the work of heads of division, in-house training/induction of new staff, production of required documents, reports for participation in PRC, Executive Council, Summit of Heads of State and Government and other meetings called by Cabinet; • Oversight responsibility and quality assurance in the planning, production of documents and execution of AU statutory Ministerial meetings (Education Ministers Conference-COMEDAF; Science and Technology Ministers' Conference – AMCOST; ICT Ministers Conference; Conference of Ministers of Youth); • Oversight responsibility for the implementation of the Business Plans of the Department and the monitoring of the implementation of the Plans of Actions of the different programmes (Plan of Action of the Second Decade of Education, Africa's Consolidated Plan of Action for Science and Technology, ARAPKE, and the African Youth Charter). • Interaction with Strategic partners (e.g. NEPAD, Association of African Universities) and Development Partners for resource mobilisation and the development of collaborative programmes. 3. Educational Qualifications: • Candidates must have at least a Masters Degree in the Sciences or Technology or Education and Human Resources Development. A PhD Degree is an added advantage. • A qualification in project management (diploma or certificate) would be a strong recommendation. 4. Work Experience: Candidates must have at least ten (10 ) years of appropriate experience of which at least 5 years would have been in Senior Management position, including design and development of policies and strategies 5. Other relevant skills • Computer literacy; • Working knowledge of policy analysis and development and programme/project management, implementation and monitoring; • Management experience, excellent interpersonal skills and ability to organize and motivate others and to work in a multi-cultural environment; • Excellent drafting and reporting skills; • Good planning and organizational skills. 6. Language requirement: Proficiency in one of the African Union working languages. Knowledge of another working language(s) would be an added advantage. 7. Age Requirement: Candidates should preferably be between 35 and 50 years old. 8. Tenure of Appointment: The appointment will be made on a fixed term contract for a period of three (3) years, of which the first twelve months will be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance. 9.
