Giving land to ranchers is a matter of choice by the states.....
It is not compulsory definitely.

Not it is not bt if necessary evaluation has been done up north and there is need to get land in other states based on the states terms dats fine bt not by federal demands. Herdsmen are not federal govt. staffs or anything like dat.
