Now if Oyedepo was making profit from Covenant Uni he wouldn't be able to provide far better services than UI and OAU. He gives scholarship to those he can and allows extra slots for those who can afford the set standard school fees. That doesnt mean he makes profit. So to your question, yes he runs it as even a subsidized venture and he subsidizes it more than FG does UI or OAU.
