Justin Bieber and girlfriend Hailey Baldwin took a field trip Thursday to the courthouse where marriage licenses are issued, and Justin had marriage on his mind.

A few onlookers say both lovebirds were inside the Marriage Bureau in New York City and Justin Bieber was very enthusiastic and emotional. The eyewitnesses say he was crying and at one point said to his fiancee, “I can hardly wait to wed you, babe.”
