if that is there reason. when not conduct the election in the effected area instead of total rerun.

INEC, can you explain?

APC's Haruna Isah was declared winner of the 2018 Lokoja/Kogi HOR by-election after polling 26,860 votes against PDP's Engr. Bashir Abubakar 14,845. The CANCELLED VOTES WERE 19,960. The margin (12,015) was LESS than the cancelled votes just like Adeleke.
Its applicable if the winning margin is not upto the number of register voters in any of the affected areas

we find it very habitable. 90% of igbos are living in igboland. The remaining 10% are us helping u to eat and school and become better persons in life.
If not for emeka's supermarket in your neighbourhood, u would have trekked 10km to go and buy soap.
If not for igbo man's ladoja spare parts and alaba electronics, it would have taken u all day to go to seme border to buy bycicle spoke and rechargeable lamp.
Next time u go to Emeka's shop to buy benson, thank him for saving u stress and saving your life.
