Buhari obviously doesn't have a copy of his original certificate like this guy did, & that was what WAEC used to get the number! WAEC has issued an attestation of result to Buhari & the very investigative Premium Times, who's been on this case since 2015 & know a lot more than the daft IPIGs & PDP sycophants, have said there's no issue with what WAEC issued to Buhari!
