Bede2u: Ownership of the oil itself is on exclusive list, and its exploration or production licensing. Which means even if an Oil bloc isn't under foreign joint partnership with an oil conglomerate a state can't still get a 100% percent of a federal asset like oil, sharing formulae is just a drafted agreement on general revenue, firs tax and custom tax inclusive.
