The difference is clear. Obasenjo came in when Nigeria just returned from military rule and did his best to stabilize the country and get it working, despite the low petroleum price.

Buhari on the other hand, meet a Nigeria with the highest GDP in Africa and a sound naira, and drove everything to the ground with his ineffective management style.
It would be a sin to compare.

for importing fertilizer, rice, beans and toothpick.

Access to fertilizer is now easy as this government has revive 17 moribund fertilizer plant which is far better than the e-pocket imported fertilizer.

See Nigeria's economic growth rates from 1999 to 2016. Obasanjo delivered 33% growth rate in 2004 during the PDP wasted years. What has APC done rather than crash our GDP from 568bn in 2014 to 375bn in 2017
