The lawmaker representing Ahoada East Constituency one in the Rivers state House of Assembly, Martins Mannah has described the 2019 budget of the State as a scam.

Mannah, who addressed newsmen after the budget presentation, said little or nothing was achieved with the 2018 budget.

He further said the newly presented budget may face the challenge of implementation, adding that there is a misplaced priority in the budget because security is expected to lead.

“The 2019 budget of the Wike Government is another scam. N480bn?

“The Governor is presenting N480billion when the 2018 budget has achieved nothing. All we have been seeing are patching of roads. No major project anywhere in the state.

“A state that claims to be generating employment is giving only 4billion naira to Agriculture.

“Let me tell you, during the budget 2018 defence here, one on the Ministries got 6billion naira in 2017 and we asked them what they did with their allocation, the Commissioner of that Ministry said they did not receive one naira from the Rivers state government. So, this 2019 will be the same.”

Governor Nyesom Wike on Monday presented the 2019 Appropriation Bill of N480.42 billion to the State House of Assembly for consideration.

If the ministry did not receive a kobo how did the ministry survive? At the federal level what is the percentage of implementation? In your own constituency what have you achieved? Some of the state house of assembly men are very shameless and should not be there. If Wike was patching roads only in 2018 how did the new roads get there?
Hopefully with the confusion after the primaries APC will not have candidates in Zamfara, Rivers and Delta states. With aggrieved governors in Imo and Ogun states they have lost before even the election is held. APC needs to go away so that we can have peace in this country. All they do is complain about PDP and the past. Before they got there they told us that they knew the economy and had ideas on how to move Nigeria forward. That was why their slogan was 'change'. Nigeria went from bad to worse. Corruption assumed a more dangerous level. Now their slogan is 'next level'. They cannot improve this country.

Since Manna became mannerless by joining Aggrieved Peoples Party he has been talking very empty. Budget is an intention if the government revenue forecast is achieved. It is fully implemented when revenue trickles in as planned.
It is only a statement of intent. To me budget makes government to be inflexible and underperform as it impedes dynamism . Though the major goal is for accountability and taking stock of government performance.

The money rivers state had/has that state is suppose to be like a metropolis not this pig sty. Rubbish is just every where even on major roads, and Till a health epidemic arises, they wouldn't do anything about it.

Wike's portharcourt is a garbage filled mess and a state like rivers isn't suppose to use a park as it revenue generator. The world is moving on! Our leaders need to move with time. The way this politicians use government funds to build there personal houses if they can build the state like that we wouldn't complain. No job! Very true, Wike didn't release one naira to the ministries for their capital expenditure only the recurrent ones he releases which is the Ministries monthly overhead.... The budget is a big scam! ..believe me I know better.

Buhari was reeling out 2019 budget when he clearly confirmed that 2018 has been 57 percent implimented (I doubt if it's up to that)
Then what essence is a new budget when 2018 is already over with it's corresponding budget 43% unimplemented?

Why not carry on with 2018 budget and handover to next adminstration?
