Read the story again. They reduced the cost of registration of businesses from 10k to 5k between October and December which led to that increase.
Anybody can register a business. It's just to make it official. You don't even need to have an outfit to register a business.
Businesses that are only getting registered cos of 5k discount in cost of registration aren't qualified to be called businesses. No economy can be sustained on such so called businesses.

Try and submit with another browser, maybe it will work or call them tmwr to submit from their end. I have registered/incorporated five companies for myself and friends, have not experience that.
