They cant do that. The power supply is a contract between Dino and the power supply company. They cant just cut his supply like that, thats unsolicited interference. They are toeing the line here. They need to restore his power and remain within limits.

The NPF as a law enforcement agent is empowered to do that. The law supersedes contractual or services supply agreements.

That's what I have been telling them to do. But they shouldn't have disconnected the whole thing. It might lead to damage of some perishables, and he might escape at night if the security lights are out. They should have just gone to the DB and switched off the power in the section of the building he is hiding.
