you should know that it is federal couple with the fact that they less tax rate compare to state university where there tax is half of their salary

Your assertion is not totally correct. Personal income tax is graduated hence it is progressive in nature. Some state universities earn more than many federal universities and vice versa hence it will be difficult to say that either of the schools earn more or less
