what i want to know is whether ctl working in lagos or not, cause i just want to install my decoder, i called ctl d numbers it is like dey are all out of service,s

i dey shuttle between lagos and ibadan, i get 1 dual decoder and 1 single decoder,but i cant use it .pls help
