I thought the card reader has finger print scanner. How is it possible to use someone else pvc to vote. Inec is not ready for this election

This report is a fabricated lies. "My brothers sold theirs" , "If I had, I would have sold it", "I have PVC, who is buying it", "where are the buyers"? Throughout the long epistles, no one actually sold his or her PVC.
Take for instance, the report mentioned Osun state House to House campaign as a disguise to PVC buying. I can authoritatively tell people here that neither APC or PDP is buying PVC under that disguise. The beneficiaries of the House to House campaign are not even doing their job. They're Just collecting money and submitting cooked up reports.
Of what use are bought PVCs when INEC card readers and fingerprints scanners will be deployed in addition to physical verification by the electoral officials?
