So that means he's not a management staff and thus what he mentioned was just his opinion rather than a fact

Pastor Obinna gave you the source of sources. He is an insider and has addressed the bottleneck, which is internal realignment and promotions. His job title and cadre are just a plus to this discussion.

He is more likely to be part of the bottlenecks. The union has a part to play in this delay/cancellation due to their angling for internal staff to get the advertised roles instead of recruiting external candidates.
He's probably asking external candidates to take a chill pill so that staff vying for promotions can be sorted out.

From what I have gathered here and other multiple sources, the promotion was concluded last year but those promoted just assumed their new offices a week ago.

This may necessitate a new review of existing vacancies to now determine the number of external candidates to be employed.

I have been trying to confirm this, but I'm not getting much feedback, but if it happens to be true,then I guess that should be it..I hope not,but we have to face what is before us..

If nothing happens by the end of June, then EH might have actually been cancelled!
