I thought death sentences for crimes like armed robbery and kidnapping were usually proscribed because they could incentivize the perpetrators to be more violent with their victims, often killing them because if they're caught they'll be killed for it.

These laws are made to protect their cows. If there were no rustling, no one in the north would have cared. Anything for the cows.
