He has made his mark. He has etched himself into the history of Tanzania. He would pick up and move on. I am not sure I saw any exceptional or individual brilliance from the Tanzania side that would warrant me saying Emma had good resources that could have made him done better! You work with what you have and the best Tanzania has is what he tried working with. Tough one but my best wishes for him in his future assignment.
