Your hatred for gej and your ignorance is self evident. He got the report in august 2014. Did you expect him to implement it by a fiat or presidential order? It will be thru the National Assembly or referandum. When he said he gave them free hand, it is taken for granted that since it was not a sovereign national conference, secession was off the table. If he allowed that it would amount to running another govt he could have been impeached or over thrown.
