You didn't read the story. The cars were in his private compound. The mast was in the compound of a police station close by.

So you mean the owner(s) of the mast cannot be identified/located? I think that should the least of worries if a legal action is neccessary.

At least the land on which it was erected belongs to someone and the mast itself is for a purpose.

Infact, there is no need searching for the owner, he/they will come over for any neccessary negotiation and rectification.

A court order would compel the agency in charge of the land to provide ownership details

It's Glo that normally install masts in police Stations, except if IHS have taken over it.

If the Police won't disclose the owner of the mast then you sue the Police and the unknown person. Before that, retain possession of the mast.
When the matter gets to court, the owner will turn up.

If you park in a place where you pay specifically for such, it's seen as a business and the rule "park at owners risk" isn't applicable.
The rule is only applicable to business environment where they provide parking space to ease their customers or clients dealings with them.

It's not as if the owners can't be identified. it's just that the authorities responsible for identification have refused to cooperate probably. you know how Nigeria works. If you're nobody, you can't get justice.

Seems you are not getting it.
He would approach the court through his lawyer to compel ministry of lands or whatever designate agency responsible for land title in Abuja to provide details of that land.
Mast is not something you erect in ghost mode, you must make necessary filings on what you want to use the land for.

The guy never mentioned anything like court order, getting an exparte order is one of the cheapest thing in a Nigerian court.
Let him state steps taken already

Not only will they get the cars replaced, they will pay through their nose for damages.

Even worse, they can get someone to act like he got injured when the mast fell.

No, they won't. No court will award general "damages" for specific property damage...
They will only get replacement cost for their cars (depending on the coverage they have).

Just file an insurance claim and let the carrier sort out liability issues.

There is park management at that mall, they give you a tag for parking which you pay for, you can't take your car out without the tag, if a vehicle leaves while the tag is on you as the bearer, the management of the park is liable.
Kindly review the case law that gave birth to the term "car parked or items kept at owners risk"
You can't absolve yourself from liability that arose from actions which give you financial benefits.
