The size of the beams, the thinness of the decking, the possibility of a septic tank AND borehole in less than 1.5metre surrounding, poor runoff...
It's easy to see, but difficult to exact punishment because... it's ALWAYS better to force compliance at extra cost.
Building should be demolished and compliance enforced.

Foolish OP this is a two storey building not 3

The British will descrobe it as a 2-storey building (because they do not count the ground floor)...
And we have mostly followed our colonial Ogas like mumu, but Americans will term it a 3-story building.
