The only problem is that the new path which the river river will inevitably create may just go through people's houses and communities; it could swallow entire cities.

Don't die of ignorance, can you build something on top of nothing. Look underneath the first Niger bridge again when you are making use of it. You have to look from a far distance before you get to bridge, you will closely see those pillars in which the coal tar are standing on. You will only see this when you look from far distance not when you are already on the bridge

And if you notice, they aren't blocking the entire path of the river, just a section. When they want to build the other part, they will open the one they blocked.
