It’s an in-house/informal advisory committee made up of his very close advisers and kitchen cabinet members. It’s very normal in every presidency. The president is not a super human who will personally know all the 43 minister designates that were nominated by state governors and party leaders. You don’t expect only him to singlehandly review their resumes and assign portfolios to them arbitrarily.

What is most important is that portfolios should be assigned based on competency, loyalty to the country and good understanding of the next level policy of the administration.
The way they emerged as minister designates was never based on competency in the first place. Their ministerial portfolios will also not be based on competency. Keep deceiving yourself.
