Negotiations over consequential salary adjustments on the N 30,000 minimum wage may run into a storm in states as the Nigeria Governors’ Forum on Monday said states would not pay above their capacities .
The Chairman of the NGF and Governor of Ekiti State, Dr Kayode Fayemi, who stated this after the forum’s meeting in Abuja said the Federal Executive Council could not decide for states .
But organised labour lashed out at the NGF chairman and warned him against statements that could trigger industrial crises in states.
Fayemi said the governors , at their meeting , reviewed progress in the implementation of the minimum wage law .
Clarifying the forum’s position and FEC ’s decision, Fayemi said that while state governors agreed on the N 30, 000 minimum wage, FEC did not determine what happened in states.
He said that each state had its executive council, which is the highest decision- making body at the state level .
Fayemi stated , “ The forum as the representative body of the states keenly followed what happened in the negotiations that led to that template .
“ As far as we are concerned, the best the forum can do is to stick with what has been agreed with the states . States are part of the tripartite negotiations .
“ The FEC does not determine what happens at the states. Each state has an executive council which is the highest decision- making organ in the state.
“ As far as we are concerned, the states were part of the tripartite discussion and agreed to the N 30, 000 minimum wage.
“ States also know there will be consequential adjustments , but that will be determined by what happens on the state by state basis because there are different numbers of workers at states . There are different issues at states level . Every state has its own trade unions and joint negotiations committee and they will undertake discussions with their state governments. ”
The governor said there was a difference between the national minimum wage increase and the general wage review .

Fayemi said , “ This is about minimum wage increment ; yes that may necessitate consequential increment , there is no doubt about it , but that is a matter between the states and their workers .”
“ The day after this agreement was reached with labour, it was on record that I was on a national television and made the position of the governors clear . That for us this was a national minimum wage increase, not a general minimum wage review . Yes , that may necessitate consequential increment , we have no doubt about that but that it is a matter for the states to discuss with their workers , ’’ he said

All the governors were all present yesterday about the bail out funds, but extending that same money for the benefits of their people Na always war.

They are right, different state , different financial status. But the states also need to look inward beyond federal allocation .

Ok, it should better run into a storm in any states that cannot afford it. Yet they spent billions on nonsense, scam contracts up and down, stupid foreign trips and foreign medical trips that runs into millions yet they cannot pay minimum wage.

This is a wake up call for NLC in every state to stand up and fight this out. Any state that claims not to be capable should be shut down.

The Governors are right on this. Federalism ought to be run like true federalism. Perhaps we should borrow a leaf from the US where we copied this from to learn to do things properly!

NGF should understand that our federalism in this country is a replica of the unitary govt ran by Late Gen. Aguiyi Ironsi in the 60's. If not so, there should be remittance of resources to the federal purse and not this feeding bottle system being practiced here. Therefore, as they still run to the center to collect allocation monthly, they should equally abide by Whatever the center implements....... Period.

Nigeria is destroyed at state level. Governor's act like they are running their personal business when governing their states, when a state government doles out millions of naira as gift to person's and institutions how do they defend that in budget allocation.

There should be legislation to mandate governor's to significantly grow their IGR or forfeit their federal allocation.

Federal government gives you money to pay salaries , then you turn around and say you cant pay salaries. After diverting the funds to white elephant projects that only enrich your cronies.

Spare a thought for Nigeria. It's only a Nigerian that will be in his country and still be classified as an IDP (internally displaced person)

Fayemi is gradually becoming a mere noise maker. He is a governor of Ekiti before becoming the chairman of NGF. Somebody close to him should advise him to settle down in Ekiti instead of this jumping here and there to issue unnecessary statements.

My brother let's foccus on the messages here, the centre is not our problem... our so called Governors are, once FG. Implements it's own it will automatically increase the states allocation... if this is the case why will state governments deliberately refuse to do the needful?

Nigeria's Failed Federalism is the reason NGF Chairman Made the Above Comment.

The NGF Chairman is 100% correct, The Federal government cant impose minimum wage on the states. The is the result you get when you practice a failed federalism with all the trappings of a Unitary system of government. By definition Federalism is a system of government in which the federating units are coordinate and independent. This means that each state ought to generate and manage its own resources, run its own government and develop at its pace. What we find today of course is a direct consequence of Military intervention in governance and of course bad leadership that has permeated the very fabrics of Nigeria.

The solution I have always clamoured, is a return to true federalism which grants each state the right to generate resources. pay royalty to the federal government and adopt its own governance structure. We had this between 1960-1966. It can still work. This Feeding Bottle Federalism is not helping us one bit. The Federal government has taken over legislative items meant for the states including tax powers. Imagine the Federal government having exclusive jurisdiction over 68 legislative items and concurrent jurisdiction over 28 others. We have an over bloated and very powerful federal government and weak states who go cap in hand each month for monthly allocation. We need to restructure so the system an work properly. Our greedy leaders wont let this happen because they benefit tremendously from the system, So, I support the NGF, they should stand their ground.

However, let me reiterate the fact that Nigerian workers whether, federal, state or local government deserves more than 30,000 minimum wage. we have ore than enough in this country to pay workers even 100,000 minimum wage. the greed and rot in the system wont allow that happen. Have we ever seen our politicians negotiate their pay packages? The answer is no simply because it does not concern them. Why will it become an issue to pay Nigerian workers a paltry 30,000. It is up to the amount these politicians use to fuel their cars per day, or buy airtime for their phones or dash their side chics. It is ridiculous and unacceptable that Minimum wage is an issue. Any governor that cannot pay should resign and go.
