Not all of those allowances were granted by employer (FG) but by the lecturers themselves by reason of autonomy.
Damned
Lecturers do not pay themselves, University Council approves all payments and University Councils are answerable to FG, if the Councils is found wanting then FG can immediately and without any appology dissolves them and constitute another one.
Please, let us be enlightened!

Yes and they will need super admin with access right on standby to solve any challenges, the people that run IPPIS at accountant general office treat workers badly so if there's any complaints it would take some time to be resolved. Each school should train an Ippis staff do background checks and give them wide ranging powers and everything is solved.

But you seem to be on the same page with ASUU! ASUU is not completely rejecting IPPIS they are only calling for some modifications to cater for their peculiarity!

I am looking at a middle ground that's workable, I used to have admin rights on IPPIS platform

Federal government should respect their initial agreement with the ASUU on autonomy of the institution. It is in the MOU.
Universities cannot be autonomous when the government appoints the VCs & pays the staff. ASUU is insincere about their objection to IPPIS. A lot of them have multiple full time jobs in different universities. The personnel cost is padded with a lot of ghost workers through with funds are looted.

These lecturers are really daft.

IPPIS will expose the ghost workers among them .

If they are claiming autonomy why can't they pay themselves salaries ?
Did you digest the whole article? Did you read where ASUU faulted the scheme. The scheme will not capture their various grants and allowances

FG should concentrate on how to make Bubu have some sense instead of fighting ASUU.
I pray for you to have a little sense to understand what was written here.

VCS are not appointed by the government

ASUU resist IPPIS cos it affects University Autonomy. Let me just mention few points: 1. Lets assume staff is to b promoted to AP or Prof. cadre, their papers must be sent out for examination, this might sometimes take 1, 2 to 3 years. D ideal is dat their promotion wil b backdated to d date dey are supposed to be promoted and all arears paid. No provision for this in IPPIS. 2. Department might need lecturers urgently, d VC has d power to giv temporary appointment and such staff enters d university payroll system immediately... only God knows if d process involved in IPPIS wil giv room for dat. 3. During recruitment as also the case of point number 2, it is believed that even when d VC goes to abuja regarding staff recruitment, Gov Agency will b able to dictate to the University who is to b employed, afterall dey are d one incharge of data capturing. 4. D services of certain Profs are needed in d university, possibly due to d scarcity of experts in their field. d system log them out immediately.... 5. staff of other parastatals already captured on IPPIS claimed dat staff of the same cadre are getting different salaries... difference up to d tune of 60K. d technical know how is poor for now. 6. On point number 5, d university wil not b able to correct asap if such happen. Many on IPPIS claimed dey refer dem to Abuja to complaint, nd wen dey get there, dey send dem back to their parastatal... with no feasible solution. 7. etc
u end up saying nothing.

All of that is just a matter of creating new forms and templates.

It is done all the time with oracle

.I am ashamed hearing lecturers talk like illiterates. Are they saying there is not a single lecture in the whole of ASUU who has been exposed to ERP software?

That is the problem with jumping into conclusion without the facts and maligning people. Lecturers talk like illiterates bla bla bla. First off, the demonstration of how IPPIS works shown to the team of VCs and ASUU was executed on Microsoft EXCEL. when the IPPIS contractors were asked to demonstrate how some of the peculiarities of the university system would be captured, they couldn't do it. Infact one of the participants in that forum, the DVC of UniJos, himself an IT expert averred that those peculiarities can not be executed on EXCEL.

ASUU volunteered to develop an IPPIS-like platform that can capture all these peculiarities for the FG. But the last of that has not been heard.

Quit jumping into conclusions until you have all the facts. You are welcome

Please dont make me laugh.
IPPIS is simply oracle.
multiple companies with far more complex payment systems in this country use oracle. most of these companies migrated from their own clunky underperforming in house software to oracle

you have no idea how ridiculous you sound right now.
this is how it works. i outline the process or template i need, we discuss with the administrator, the administrator develops the template, we test for adequacy, we review. once its good, we roll it out. i am amazed that so called lecturers and 'it experts' expect a solution to be developed in real time. and you jokers are supposed to be at the forefront of technology, yet here you are talking like stark illiterates.
is that how coding works? you prepare solution on the spot?

ASUU wants to develop an IPPIS like platform. please don't make me laugh. how many of you jokers have moved beyond fortan 77 and students coding being limited to textbooks only?

i would love to see the so called demonstration, because it sounds to me like you were shown a schedule of IPPIS features, not an actual demonstration.
