Every country has its laws and you don't apply say, laws in Japan on Nigeria.
Ethiopia has their laws same way Nigeria does, in Ethiopia you can get referendum to get an autonomous region within the country but here in Nigeria, can you have a referendum to get a state? You don't have a referendum clause in the constitution to start with.
