The Academic Staff Union of Universities (ASUU) has accused the Federal Government of using the Integrated Personnel Payroll and Information System (IPPIS) to “cripple” the re-negotiation of FGN/ASUU 2009 agreement and memorandum of action. ASUU’s chairman at Ahmadu Bello University (ABU), Zaria, Professor Rabi’u Nasiru, made this known, saying that the Accountant General of the Federation (OAGF) was the tool being used to achieve FG’s motive of distracting ASUU from continuing with the negotiation. https://www.dailytrust.com.ng/why-fg-is-insisting-on-ippis-ASUU.html 7 Likes

Thunder fire ASUU An employer has the right to decide how his or her employees will be paid. Until the universities in Nigeria becomes financially self sufficient, ASUU should key into the IPPIS platform WITHOUT DELAY... At least, e go expose those with multiple jobs and create employment for new ones. It will also reduce the issues of cronyism in the employment of academic staff.... Nigerianization:Thunder fire wetin. Do you even understand ASUU points? IPPIS is the fact that it is a blatant violation of the concept of university autonomy. University autonomy is a global practice associated with universities all over the world and it has four main dimensions namely: academic, organisational, financial and staff autonomy. Perhaps, some little words about university autonomy would suffice. Academic autonomy simply means the university’s capacity to manage its internal academic affairs independently. Such academic issues include students’ admissions, academic content, quality assurance and the introduction of new degree programmes. Organisational autonomy has to do with the university’s ability to decide freely on issues like decision-making bodies, executive leadership, legal entities and internal academic structures. Financial autonomy s all about the university’s ability to decide freely on internal financial matters like managing its funds independently and setting its strategic aims. All these must be added the fact that university autonomy gives absolute powers to a body called the university governing council. This body is officially recognised by the laws establishing universities in Nigeria. It is this body that is saddled with the responsibility for the control and management of university funds, employment and promotion of staff. All edicts and statues establishing universities and the nation’s constitution give full powers to the governing councils as the supreme body concerned with the day-to-day operation of the university. In the profoundest sense, university autonomy means that all powers academic, managerial and financial are vested in the governing council. All the agreements signed between the Federal Government and the Academic Staff Union of Universities since 1992 have shown abundantly that Nigerian universities should be allowed to operate in compliance with their enabling laws, statues, rules and regulations. 58 Likes 6 Shares |

AAA593: Since ASUU members don’t want to join IPPIS like other federal workers, they should look for money to pay themselves. Henceforth, FG will no longer pay federal university lecturers that are not captured on the IPPIS platform from the consolidated revenue fund. They want financial autonomy, they will get it. seunmsg: Nigerianization:It is the students that will suffer! So, be careful what you wish for. Even if you've graduated, remember that you have younger ones coming up. Have you guys tried to ask yourselves why studying in state universities cost more than federal universities? IPPIS is good but not that great. It costs the government billions to keep it running yearly. IPPIS isn't in use in most developed countries and doesn't fit all kinds of systems. IPPIS itself is a corrupt platform! Nigerianization: You echoed my thoughts. When we talk about financial autonomy, can universities pay their workers without FG sending the money? From his points, I think universities have autonomy in all aspect except financial autonomy. Tuition and acceptance fee is NOT managed by institutions. Allocation has not been regular as well. As a matter of fact, ALL funds go through TSA, and universities around here don't benefit much from tetfund. ASUU asked for a fair deal, and will be on the platform if the FG agrees to their terms. 1 Like |

AAA593: IPPS sytem doesnt violate the Independence of University as they can manage all funds issued to them through grants, tetfund and allocation even their tuitions and acceptance fees are managed by them... the only thing Federal Government wants is a payroll system that supports accountability and audit every University with autonomy in the world opens its book for auditing and public scrutinity Dont forget our Tax laws also give FG the right to access instituitions pay roll system for effective income tax collection 20 Likes |

ASUU Vs FG All these charade and media offensive by ASUU to justify and prepare grounds for a strike is stupid. They keep on bringing up different excuse not to key into the IPPIS ranging from the overbeat University Autonomy to perceived attempt of FG to dishonour an agreement in 2009 to supposed failure of the system, to insincerity of the FG. All these points to some sinister motive on the part of ASUU. Lots of irregularities and manipulations going on in the salaries and wages payment within the University system will no doubt be exposed. All sorts of over bloated salaries, double salaries, backdated and accumulated salaries, illegal payments will be exposed and stopped. Also, any Professors that have reached 65 years of age like most of them are will be yanked away from the system. These are what they are actually fighting against. However, there are fears that these IPPIS is fraught with a lot of issues, irregularities, manipulations, under payments, outright non-payments, errors that are deliberately engineered to favour some Abuja guys(IPPIS guys, Ministry of Education staffs, Accountant General Office staffs who ate mostly Northerners) who would extort workers in a bid to resolve problems arising from non-payment of their salaries. Political players who actually own the payment system will also benefit. These payment model was allegedly approved and enforced on workers as a form of compensation to favour some political elites who will automatically make billions from many illegal and un-conspicious or rather inconsequential deductions from accounts of millions of FG workers' salaries. Any which way you look at it. There are merits and also demerits in this IPPIS of a thing. FG and ASUU does not trust each other. I rather stay in the middle and observe and make my stand when this IPPIS kicks off. Could be a plan by FG to completely nullify the effect of minimum wage by overdebiting, overcharging and defrauding their employees as feared in many quarters or it could be a honest system to truly sanitize the system and bring some form of accountability within University system. 3 Likes |

Normally in Nigeria, there should be information system for all workers working in government parastertals, with level and earnings which should updated regularly and available to the public for transparency and accountability, sometimes ago the IG of police cannot state categorically the numbers of police in Nigeria. lobell: thats a big lie, FG can run a student loan scheme or educational scholarship based on your semester performance so that students dont get burnt and Universities can truly enjoy financial autonomy.. even at that, our tax laws give FG right to demand any payroll system of both private and public organisation 1 Like |
