The Scripture you quoted is not referring to masturbation which is the deliberate stimulation of ones sexual organs with the hands, sexual toys, sexual-thoughts and images in order to satisfy ones sexual urge.
Emissions can flow from sexual organ of a woman or man without *deliberate stimulations from hands, toys or sexual-thoughts* which is what that passage you cited is referring to as unclean within the Mosaic law.
In this present dispensation after the finished works of Jesus Christ; women wearing the pads while emitting discharge can engage in worship, prayers, preaching and it has not nothing to do with *uncleanness before God*.
Men who emit any discharge goes ahead and cleans up, and is not afraid of any condemnation from God because there was no deliberate lust involved therein.
