WHY DID THE GOVERNOR NOT START THE VIDEO BY MENTIONING THE DATE AND TIME HE IS MAKING THE VIDEO KNOWING FULLY WELL THAT IF HE DOES THAT, IT WILL CLEAR ALL DOUBTS.

Technology has made it very simple with live video call and phone call. Almost all government round the world are doing live video conference in running their countries now.
