It has become a death trap than medical centre that they are supposed to be because of the state government of those states. They thought they can deceive people but people are wiser. I guess you have no clue how NCDC operate. You asked a question: why didnt they visit the address? It is NCDC style to come carry victim to isolation after having certified positive. They must have visited her before announcing her identity. She has ran away, probably she has been feeling sickly of symptoms associated to the virus.
