Don't mind them. Kano has been the most inconsistent state concerning the lockdown despite the fact that it was one of the last States to admit it had a problem and consequently quarantine its citizens. They have hardly gone for a week locked down without arbitrary concessions regarding citizen movement.

The same sentiment by which they brow beat the country into mediocrity and under-development is the same way they have handled the pandemic with similar outcome.
