IGR is a reflection of how government has been able to harness what people operating enterprises within their borders should pay back to the government for common good of all. If a government feel just a little tax is ok then the IGR might be small. The SE being filled with people who are into loads of personal businesses may not have a huge IGR unlike say Ekiti where most citizens are civil servants.
