Yeah they have fish brain in the sense that most of their words seems like they're daydreaming, they love living in illusions thinking of unimaginable things, one example is a girl that told me she will marry Lee min ho a popular drama actor, like she was damn serious about it, the other day one told me she wants to get married to a man who owns a mansion with a swimming pool.
Most of those who have this fish brain are mostly the younger ones. But the truth is that once they have reached a certain age probably after the mid twenties they start receiving brain cos they don't want to end up becoming an evening newspaper.

In my whole two decades plus, I've met only one lady that awed me intellectually. A 400L law student.

One angle is that a fish has a short memory span. Likewise some women, they may easily forget what a previous partner has spent or invested in them and leave for a richer dude.
