I support this bill 80% but support the lecturers 20%. The bill is discriminatory. It focuses on lecturers and female students only. What of the males? Some are victims of circumstances. I have heard of several accounts when a male student is frustrated by a lecturer(s) systematically for the offence of being seen in the company of the object of the lecturer's desire.

Something should be done about this.

Ok. But can a student or staff grant sexual consent to a senator or House of Representatives member? Also can a subordinate grant sexual consent to a superior in the workplace? etc etc.

If yes, then the law is truly discriminatory.

Also, some young lecturers have ended up marrying a student or former student.

The law should be made to target sexual predators amongst the general population of people whether at the workplace, school, home, family or elsewhere.

ASUU kicked as FG through the Senate pass a bill to stop lecturers from sleeping with female students. The law became necessary due to incessant reports of universities and other tertiary institution lecturers harassing female students for sex.

In many cases, women are made to exchange sex for grades in many universities across the country. Recall the case of a Masters degree student who recorded her conversation with one of her professors. The senior academician in Obafemi Awolowo University, OAU, Professor Richard Akindele made a request to have sex with the lady five times in order to upgrade her low grade, according to the audio recording of the conversation between the student and the teacher.

After the embarrassment, OAU invited both the girl and professor Richard Akindele to appear at the university disciplinary committee in a bid to ascertain what transpired between both parties. The lecturer was eventually sacked and the student was also asked to leave the institution.

After many of such cases, the legislative arm of government began making a move to restore dignity at institution of learning across the country.

The bill was passed after third reading during plenary on Tuesday, July 7, 2020, shortly after the chairperson of the Committee on Judiciary, Human Rights, and Legal Matters, Senator Opeyemi Bamidele, presented a report to the chamber.

The bill was sponsored by Deputy Senate President, Ovie Omo-Agege, and co-sponsored by 106 senators after a string of high-profile cases of sexual harassment of students by their lecturers.

The bill prevents lecturers from having or demanding sexual intercourse from students or prospective students; making sexual advances; or directing another person to commit any act of sexual harassment.

The bill also prohibits lecturers from whistling, winking, stalking, making sexual jokes, or making sexually complimentary or uncomplimentary remarks about a student’s physique.

They are also prevented from grabbing, hugging, kissing, rubbing, stroking, touching, or pinching the breasts, hair, lips, hips, buttocks, or any other sensual part of a student’s body.

The bill also stipulates that a student cannot grant consent to a sexual relationship with a lecturer.

Upon conviction, offenders can be sentenced to a maximum of 14 years in prison, fined the sum of N5 million, or both.


According to Pulse, an online media, the Academic Staff Union of Universities (ASUU) opposed the bill, claiming that it targets a particular community. Whistle Times investigation however showed that ASUU is also against lecturers harassing female students for sex. Nonetheless, the body believe that the current bill is discriminatory.

The Nigerian Senate said they will now forward the bill to President Buhari for assent so that it can become a law of the Federal Republic

What if a lecturer visits a brothel and after negotiating with an 'ashy' and doing their business, it is discovered that the student schools in the Uni where he lectures though not his department?

Would this constitute an offence to this proposed law?
I don't think that's a hard nut to crack. Investigation would always reveal the girl works in the Brothel; in that case, the lecturer is exonerated of all faults (except if violence/other crime is involved, of course) and he should be cleared on the ground that he dealt with a brothel worker. But anything other than that is unacceptable.
If the girl is not a brothel worker and they meet there unplanned (either staged or otherwise), the lecturer still gets to answer for his crime provided that the student in question report the case as sexual exploitation and there is an evidence of their meeting and/or sexual encounter, or if they are caught by the school/police authourity. But if unreported, the lecturer might face a mild punishment if caught by the authority and the student s/he was with admitted his/her consent with further evidence that the lecturer in question was never aware of whom s/he was at the time of their meeting. Despite the student admittance, the lecturer still has to be punished especially if the student in question offer a course the lecturer handles.
