(Yes they do do that...that's how some of my classmates during my university days escaped being robbed by armed robbers...the businessmen on the bus they were all travelling on the other hand...)

SARS was founded (by several police officers, including one who went on to become IG of police later on) to stop a criminal called Shina Rambo in the early 1990's.

Shina Rambo was terrorizing Lagos and other parts of the SW in those days, and somehow was managing to evade the Police. SARS was founded initally to stop him.

And they were successful. Because...they looked like criminals...and as a result...Shina Rambo suddenly found himself arriving in an area for operation, assured that there were no police, only to see several armed thugs shooting at him from all directions, and he had no idea who they were or where they were comming from.

In the end, Shina was forced to flee to Benin republic, where he was caught, extradited to Nigeria, and jailed for his criminal offences.

SARS orginally was a Lagos Police thing, but its success in Lagos ensured it spread across the country.

It works, but it also has been abused too.

When you read something like this, try to create a mental picture of what could possibly prompt the man to identify himself as a soldier e.g, the hoodlums may have dressed as one of the forces, whereby they appear to be on genuine service, they may also had identify themselves as community vigilante etc.
For the man to identify himself while in mufti and not ready to engage the hoodlums in a fight, definitely they appeared not dangerous to him at the on set.
