He might have thought they were either police or army people. He identified so that their vehicles will be allowed to go, not knowing they were hoodlums.

Maybe he thought they were policemen. It would shock Nigerians to discover that a surprisingly high percentage of armed robberies in this country are committed by active and retired/dismissed members of the police and even the army.
