Rivers state is a one-city state where only Port Harcourt is the developed part of the state. That's not a reasonable way to plan development. As for Lagos, like someone mentioned, there's no point posting pictures of private owners' structures. Rather, government investment into good road infrastructures is important. The idea of constructing roads with open drainages baffles me till date and this is a Nigerian problem. In some states, there aren't even drainages and people get surprised when everywhere is flooded.
