No the federal government isn't in charge, this agencies was established by the federal government to manage, these agencies has a separate account which disburse funds to the FG as revenue which are in different categories. The operations are manage by the appointees from the FG government but they're called for review in conjunction with monitoring, evaluation etc especially when they are compelled to meet specific target.

2: This is an obvious model for efficiency because you cannot control the entire value chain as it would mean you will bear all the costs of operations and logistics - you involve other participants down the value chain to reduce costs for you.

3: Why this model has failed is obvious - FG appoints and contracts incompetent officials who then contract corrupt contractors

In Nigeria every department a govt fund passes through even if the dept only signed one document, as far as the money enters their hands miscellaneous expenses will be deducted
