The prerogative & pleasure of the presidency, in a merit based system positions will be advertised, the House of Assembly will have the power to select whomever is best qualified, in a merit based system the group head of NNPC will be an European, or American, not one Hausa/ Fulani.

This is a good step of reasoning.

I also think you need to apply wisdom on tribal discrimination and equality. It can grow anywhere but fair against location, employment, business, shelter, housing/land, etc we should be ready to massively fine and penalize instigators.

Hon. Justice Ishaq Bello that was nominated recently for ICC job comes to mind as a nomination or appointment done on merit.

Such nomination exposed the high level mediocrity that sabotages appointments of persons based on political or tribal inclinations.

Nigeria is still faaaaaaaar
