Mediocre administrative set up.. imagine how easy it's for these guys to invade these sensitive systems at will. This is what happens when you naively depend on foreign technology/foreigners for sensitive services, instead of making credible efforts to biuld up your abilities on that score..The Nigerian army, the CBN, the stock exchange, banks, ministries etc, and the army spokesman is still busy talking about a phantom"cyber warfare"...
You don't even have the simplest/basic grip on some of these foundamental technologies essential to run your country effectively and you are preparing to engage? We have a very placid bunch of leaders whose understanding of the world is so comprehensively naive. Imagine the Nigerian army allowing the Americans to fly their drones across the north east from their bases in Niger and Chad! I mean , with the CIAs well documented abilities in using state destabilizing techniques as a veritable instrument in Americas foreign policy pursuits? You presume you are an everlasting "ally" of the Yankees or what? Pure naivety..
