Each State is accorded an electoral college vote based on its population especially. When a candidate wins a state that electoral college vote is handed out to him. For exampme Biden won California and so got the 55 Electoral vote for that state. Trump won Texas and got the 38 electoral vote for Texas.

Whoever gets 270 from the add ups of the different state he has won has won the electoral college vote. The popular vote is the total vote casts across the country. Biden has about 74Million total votes and Trump 69millon. Means Biden won the popular vote though you need to win but the elecoral college to be President.
