I'm a web developer (though I do mobile and desktop apps) so I will only tell you about web apps.

First of all, you need a good phone with good battery and RAM. It should not hang on heavy usage.

Secondly, you need a live server. Some are free.

Thirdly, you need some online testing tools(emulators). Most are free.

Moreover, you need to familiarize yourself with some public repositories (github, heruku etc).

Also, you need to understand the Linux file system (android phones are built on Linux). You need to understand the different file types, how to zip and unzip files, encryption etc.

Lastly, you unlimited data.

Not everyone can afford a laptop with the current economic situation. In that case, he can code with his phone which doesn't in any way mean he's unserious.
